- For other services, the candidate must be either a citizen of India, a citizen of Nepal, a citizen of Bhutan or a Tibetan

- The candidate must be a graduate from any University in India established by an Act of the Central or State Legislature, or any other educational institution created by an Act of Parliament, otherwise he must have an equivalent qualification or a graduate degree from any University.
